Overview

System changes, including new generation interconnections, resource retirements and dispatch changes, continue to cause ever-increasing congestion at existing generation resources.  In particular, congestion persists and in some cases is worsening at existing generation as new generation is interconnected, even with addition of Network Upgrades found necessary to interconnect and accredit that new generation.  MISO’s existing planning processes around reliability, economics, retirement and—especially—generation interconnection are insufficient to identify the transmission upgrades necessary to ensure new generation interconnections are not having a significant adverse impact on existing generation resources.

 

After reviewing this issue with Stakeholders in multiple forums, MISO has added an informational study to the MTEP23 scope to take a closer look at near-term congestion issues.
