MISO should investigate an opt-out provision to BPM-015 Section 8 to mitigate certain consequences and promote DER development, where the TOs would continue to perform the needed studies, study results provided to MISO, and any upgrades would be submitted as Other projects in MTEP with cost allocation consistent with State regulatory requirements.  This issue is initially assigned to the Planning Advisory Committee.
