Overview

As submitted: With continued baseload generation retirements, holistic analysis of system reliability is needed to ensure optimized transmission and non-transmission solutions are deployed. The current Attachment-Y filings are only required 6 months prior to retirement. Anticipated generation retirements will fundamentally change the power flows on the transmission system and further reinforce the need for a planning process that produces optimized solutions which balance cost and reliability, and allows sufficient time for the solution to be implemented prior to the retirement date. A proactive and timely approach is needed to develop and implement the optimized system solution to solve the potential reliability issues caused by baseload generation retirement.

This issue was submitted by DTE Energy in January 2020.

Issue closed January 2022 due to being addressed within Long Range Transmission Planning (LRTP) efforts.
