Overview

MISO should consider calculating the BLDR baseline as the greater of: 

  • the trimmed mean for the three hours after the event, and
  • the trimmed mean for the three hours preceding the event.

That would guarantee avoiding this issue for any BLDR resource offered into the market for at least 7 hours (three hours on both sides + typical dispatch length). This is similar to the way PJM calculates baselines for its BLDR resources, describe in M11, section 4.2.11 of the PJM Tariffs. Alternatively, or in addition to the above proposed solution, MISO could shorten the time period that is used to calculated trimmed mean to 2 hours or 1 hour.  This issue is initially assigned to the Market Subcommittee.
