In the November 2024 meeting of the Market Subcommittee (MSC), MISO unveiled the discontinuance of the Batch Load Demand Response (BLDR) M&V methodology for DRR assets providing Spinning Reserves due to poor performance and low utilization. This removal resulted in the sudden termination of Spinning Reserves participation of multiple BLDR assets.  MISO should obtain proposals from MPs on improved BLDR M&V methodologies that result in reliable, consistent participation of Batch Load demand response assets in Spinning Reserves, and institute a new methodology as soon as possible.
