MISO should explore amending language in the Tariff to allow a Generation Resource or Electric Storage Resource that has provisional Interconnection Service to qualify as a Capacity Resource and a Demand Response Resource that has provisional Interconnection Service to qualify as a Capacity Resource.

Generation Resources or Electric Storage Resources which have provisional Interconnection Service should be able to go through the ICAP Deferral Process and receive full planning year accreditation as a new resource. As part of the ICAP Deferral Process, we are required to demonstrate deliverability and commercial operation, which will keep out resources that are not fully operational.
