Overview

Incremental costs for rescheduling generator planned outages deferred at the request of MISO are currently recovered through Attachment BB and allocated to Transmission Customers. Market Participants (MP) benefit from the rescheduling of generator planned outages by potentially reducing the Value of Lost Load (VOLL) paid for load shed and reducing the Locational Marginal Pricing (LMP) based on other generators operating in Emergency Ranges.  Therefore, it would be more reasonable to recover these costs through Revenue Neutrality Uplift (RNU) so MPs directly benefiting from these deferrals are assigned the incremental costs, based on their market transactions during the period of the deferral.  FERC recently approved this approach in SPP under Docket ER21-2924.
