With increasing uncertainty across different operating time frames, dynamic requirements of market products are needed to manage the uncertainties through markets. The Ramp Capability Product was developed in 2016 to manage net load variation (forecasted net load changes) and net load uncertainty (Net Uncertainty in the 10min-30min operating time frame). While the net load variation component of the ramp requirements vary every interval based on the forecasted net load changes, the net load uncertainty component has been a static parameter that cannot capture the changing Net Uncertainty.  

MISO should examine the methodology to quantify Net Uncertainty in the 10min-30min operating time frame. A preliminary recommendation is for a GE solution design to make the uncertainty component of ramp requirement to be dynamic. Recommendation of process changes to operationalize dynamic Ramp Capability Requirement.
