With increasing uncertainty across different operating time frames, dynamic requirements of market products are needed to manage the uncertainties through markets. In the 4sec-5min operating time frame, historically MISO carries ~400MW regulation reserve. However, as operating conditions change especially with increasing solar penetration, this static requirement may not be sufficient anymore.  

MISO should consider methodology to quantify Net Uncertainty at the 4sec-5min time frame. This my require process and tool changes to operationalize dynamic Regulation reserve.
