The capacity value of Energy Efficiency (EE) resources offered into and/or committed in the Planning Resource Auction (PRA) cannot be verified as it is unclear which EE resources are offered as “stand alone” capacity, folded into load forecasts, or offered as capacity and also included in load forecasts. Therefore, MISO should exclude EE resources from the capacity market.
