MISO should consider reducing the ERIS distribution factor cutoff in Generator Interconnection Definitive Planning Phase (DPP) studies from 20% to 10% to better mitigate overloaded facilities that can push into later DPP cycles and/or bind in the MISO market resulting in significant congestion and curtailment. The submitter believes that this change should be implemented at the same time that Long Range Transmission Planning (LRTP) upgrades are added to DPP study models to ensure that the first DPP study cycle where the ERIS change is implemented is not required to pay for existing transmission overloads.
