Overview

When the Expedited Project Review (EPR) process was first developed, the 30 day processing requirement allowed for immediate reliability needs to be funded quickly prior to the overall MISO Transmission Plan (MTEP) approval. Historically, this volume was small, with 4 to 6 additional studies per cycle. During the past 3 MTEP cycles, large load additions with quick implementation timeframes has become the main driver of EPRs submitted to MISO. The large load additions have also seen an increase in complexity to the system changes required to maintain reliability and thus require increased study time. Each submission activates a new isolated study done in parallel to the large MTEP process. The continued uncertainty in timing of EPR submissions has caused a strain on MISO resources to meet the demands of both processes.  MISO seeks to improve the process timeframes to increase certainty of workload.
