Further enhancement of ELMP to incorporate broader benefits that have been validated in Phase I. Consideration of a wider array of online peaking resources should capture more effective online pricing effects to provide better cost recovery and dispatch following incentives. Further investigation of offline pricing effects related to transmission violations would more accurately reflect the cost of actions taken to resolve the violations.
