Market-to-Market (M2M) coordination plays a key role in managing the network interactions between MISO and its JOA partners, SPP and PJM and helping to ensure efficient Seams operations. A vital component in the M2M process is the algorithm which determines the amount of congestion management relief (flow relief quantity – MW) is requested from the JOA partner by the Monitoring RTO (MRTO). This quantity is determined every 5 minutes by the MRTO and along with other information including a Marginal Value Limit (based on the marginal shadow price of MRTO is passed to the neighbor (Non-Monitoring RTO or NMRTO). While this algorithm has been revised and improved since the inception of M2M coordination, the algorithm can be further improved. The current algorithm can be improved by modifying the rules on relief quantities and by making greater use of available information.
