Pursue changes associated with the timing of Attachment (Att.) Y submissions, the scope of studies, available mitigation options, and other Att. Y improvements with stakeholders.
The transition of the resource fleet to renewable energy resources and the timing of retirements of existing carbon-based energy resources are driving a need for Att. Y improvements. Recent EPA and other state level regulations are increasing the pace of existing generators seeking to retire. As the resource fleet evolves MISO needs to review elements of the Att. Y process to ensure reliability is maintained.
