Provide a means to align treatment of internal and external resources in the Planning Resource Auction (PRA). Creation of External Resource Zones (ERZ), allocation of excess auction revenue to units with historic contracts through Historic Unit Consideration (HUC), and alignment of Capacity Import Limit (CIL), Capacity Export Limits (CEL), assumptions with PRA inputs. Includes filing and implementation of approved changes.
