Overview

To improve the management of congestion on these constraints, we recommend that MISO implement the capability to employ a lower GSF cutoff for the dispatch model for a limited number of constraints.  In addition to improving economic efficiency, this will also address some M2M settlement issues that arise because the market flows calculated for this settlement do not employ a GSF cutoff.

This issue was submitted by Potomac Economics, MISO's Independent Market Monitor (IMM) and is synonymous with State of the Market (SOM) recommendations 2018-2.
