Attachment TT 3)ii)b) contains language describing how the performance of BTMG Resources is to be measured when providing Contingency Reserves. However, the existing language assesses performance of a BTMG as the “difference between its Metered demand value and [its Metered output for the 5-minute interval immediately preceding the start of the contingency event].” The comparison of “Metered demand” and “Metered output” is problematic, as they are by nature two different values.
Attachment TT 3)ii)b) language should better differentiate between determining the consumption baseline and performance evaluation of non-BTMG and BTMG assets by comparing Metered demand values for non-BTMG assets and by comparing Metered output values for BTMG assets.
