Address compliance with Order 841 in the area of Market Participation: Eligibility to Participate as Wholesale Seller and Buyer, including Electric Storage Resource "ESR" dispatch as supply and demand and ability to set the wholesale market clearing price as both a wholesale seller and wholesale buyer; ability to set price in the capacity markets; RTO/ISO acceptance of wholesale bids from participating ESRs to buy energy; participation as price takers, consistent with self-scheduling rules; self-schedule eligibility; stricter penalties for ESRs during capacity emergencies not appropriate; and not requiring ESRs to change participation model for pumped-hydro resources.
