Address compliance with Order 841 in the area of State of Charge Measurement and Management, including permitting Electric Storage Resource "ESR" to manage their state of charge; requirements for following dispatch signals and dispatch deviations; making existing mechanisms to manage a resource's state of charge optional; RTO dispatch of ESRs; defining obligations, manipulation, and physical withholding; and Real-Time Telemetry requirements.
