MISO should investigate developing methodology for unit-specific reference levels beyond going-forward costs, and develop more sophisticated conduct thresholds that reflect opportunity costs and fixed cost recovery, including but more limited to off-system sales, on-site capacity sales, sales to an external region, long-term revenue needs.
