Removing Storage Charging Limitations in GIAs PAC-2024-3

Overview

Currently there is a policy gap in the Generator Interconnection Process (GIP). MISO performs a Shoulder case study for charging battery storage, and can assign charging limitations to storage in the Generator Interconnection Agreement (GIA). There is no Tariff or BPM mechanism to remove/adjust charging limitations in GIAs, even  when those limitations are redundant or demonstrated to not be needed. 

The Planning Advisory Committee (PAC) adopted this issue on 3/6/2024 for immediate assignment to the Interconnection Process Working Group (IPWG).  The IPWG should determine if there is a near-term solution available, after which time the longer-term topic of storage charging will be looked at with the Planning Subcommittee (PSC).
