MISO rules governing the registration of Mid-Year Replacement Capacity, as outlined in BPM 11 Section 6.4.5, require that any new resource registered mid-year “must be used for replacement of a specific resource” and that the enrollment process “must specify which Planning Resource the new resource will be replacing.” MISO was asked to allow resources to be registered Mid-Planning Year without having a specific resource to replace.   MISO supports the proposal to register new resources mid-planning year without having a specific resource to replace.
