The DPP process currently does not allow for battery storage to mitigate constraints as a least cost solution in the DPP process. As battery storage can be used to address transmission needs, this option should also be available to generators in the interconnection process. Battery storage can be added to projects or may already be part of a planned generator project and can be dispatched to address constraints, but there is currently no BPM or Tariff mechanism that allows for this. MISO should develop and clarify a process by which storage can be used to address constraints that show up in the interconnection process for interconnection customers. This option should be allowed for both generator owned and transmission owner owned battery storage.
