In the March 17 meeting of the Planning Advisory Committee (PAC), MISO proposed process improvements to provide access to Confidential/CEII Transmission planning data under a Tariff framework. Stakeholders were invited to submit feedback on the proposal and draft Tariff revisions from the posted presentation.
Comments are due by March 31.
The Competitive Transmission Developer sector supports MISO's process improvement effort to allow AC sector member access to planning data under appropriate NDA's. This supports CTD's goal to identify and advance the best planning ideas in MISO's process.
The IPP Sector appreciates the opportunity to comment on Access to Transmission Planning data proposal. The IPP Sector agrees with the proposal that would allow sector members of the Advisory Committee to access confidential transmission planning data, so long as they have a Non-Disclosure Agreement in place. The IPP Sector believes that it would be beneficial for all sector members of the Advisory Committee to have access to the transmission planning data, as it could result in more substantive conversations as a membership at the Advisory Committee.
Minnesota Public Utilities Commission supports MISO’s proposal.
The Public Consumer Group would like to thank MISO staff for their efforts to allow broader access to transmission planning data. Your proposal appears to be a well-thought-out solution to an ongoing issue, and we encourage MISO to move forward with the proposed tariff change.
The complex power flow and economic models used for transmission planning are not simple “plug and play” computer programs. Often, professional judgement is involved. Therefore, given the data access protections you have proposed, we believe making it clear that all MISO stakeholder entities can have access to these data may not only help all sectors participate more effectively but could also provide MISO with new approaches or ideas that might otherwise not have come to light.
MISO Environmental Sector Feedback - Access to Transmission Planning Data

The Environmental Sector appreciates the opportunity to provide feedback on MISO’s effort to improve the process for stakeholders to access confidential/CEII transmission planning data and the proposed Tariff revision. We support the proposed Tariff language. We thank MISO for its work on this and for its commitment to robust, transparent planning; the proposal will improve the overall integrity of the transmission planning process, consistent with the mandates of FERC Orders 890 and 1000. As a non-Member Sector, we are particularly invested in the timely adoption of this proposal because our members’ current inability to access planning data undermines their ability to effectively participate in the stakeholder process. MISO has assured us that its proposal will allow members of our Sector to replicate transmission planning studies with the proper safeguards in place. MISO has also informed us that stakeholders or their consultants who have authorization to access interconnection data and transmission planning data through separate NDAs will be able to perform comparative analyses between the planning and interconnection studies, and may share results of those analyses publicly so long as confidential/CEII information is not disclosed to those without authorization.
We applaud MISO for this progress and look forward to continuing involvement as the proposal moves toward a FERC filing this May. We are eager to provide feedback on the forthcoming BPM revision and new Planning NDA draft(s).
