During the August 10, 2021 Planning Subcommittee (PSC) meeting, MISO continued the discussion regarding MTEP Selection of Non-Transmission Alternatives (IR092). MISO is requesting Stakeholder feedback on if MISO should pursue Tariff, BPM, and new agreements to facilitate conversion of retiring generators to synchronous condensers.

WEC Energy Group supports development of tariff and BPM language to accommodate conversion of retiring generators to synchronous condensers as solutions to mitigate the need for an SSR, to mitigate constraints within the “gap period” between ceasing operation of existing facility and operation of Replacement Generating Facility, or to address a non-retirement related reliability issue. A compensation mechanism is needed to ensure synchronous condensers are properly compensated for the transmission support they provide and that costs are allocated to beneficiaries (which may require modification to existing provisions, such as Schedule 2). We also support MISO’s recommendation to perform a cost comparison of the conversion (and on-going SCU costs) against other alternatives.
