This concerns the Reconfiguration Process document that has been evolving under the direction of Tony Rowan and that has been discussed at the RSC in recent months.
In the last round of edits, the following paragraph was added to the end of the Phase 2 (Evaluation) Section:
Upon an “unacceptable” market impact assessment, the request is immediately returned to the submitter. In such case, MISO shall provide details about the results of the evaluation to justify the decision. The submitter of a request that is deemed “unacceptable” for market impacts may resubmit the request with adjustments to address the specific reasons for unacceptable market impact assessment.
WPPI would suggest adding one more sentence below this, as follows, either appended to the paragraph above or added as a new paragraph:
Similarly, where assessments remain in progress, but a determination is made that the window for potential implementation of the proposed request has closed due to changed conditions, the request is immediately returned to the submitter with notification of this determination.
We believe this provides a needed defined process for a circumstance that is otherwise not considered in the document.
