During the December 1, 2022, Markets Subcommittee (MSC) meeting, MISO discussed the issue submission from Xcel Energy proposing a market-based cost allocation approach.  A recommendation for assigning this issue to the Settlements User Group (SUG) for development as well as a proposed filing timeline was shared.  Stakeholders were invited to provide feedback on Excel Energy’s May 26 presentation and MISO’s December 1 presentation on this issue.

Xcel Energy supports a market-based cost allocation approach for generator outages rescheduled at MISO's request, the assignment of the issue to the SUG and the timeline proposed at the 12/1/22 MSC.

The allocation of the cost of generator outages rescheduled at MISO’s request was discussed at the MSC on 5/26 (Xcel Energy) and 12/1/2022 (MISO). WPPI can appreciate Xcel Energy’s concerns re recovery through retail rates under the current demand-based (Transmission Customers) approach to the allocation of these costs. We can support an energy-based approach to the allocation of the cost of generator outages rescheduled at MISO’s request, assignment of the issue to the Settlements User Group to work out the details, and the proposed timeline.
