Transmission Owner Sector Feedback on Spare Equipment Strategy Addition to BPM-020

During the July 19, 2022, Planning Subcommittee (PSC) meeting, MISO discussed new language to be added to BPM-020 regarding Spare Equipment, and posted draft redlines for review with the materials, on which stakeholder feedback was requested. The Transmission Owners provide the comments below in response to MISO's request.
At the July 19, 2022 PSC meeting where this topic was discussed, a Transmission Owner asked MISO how these new requirements should be met for those entities with a spare equipment strategy that does not require studying contingencies replacements are kept on hand; MISO responded a documented explanation of the company’s spare equipment strategy that eliminates the need for long-lead time contingencies would be required to be submitted, which MISO would produce in the event of a NERC audit. To provide for this clarification, the following addition to the end of 4.3.7.1 is suggested by the Owners, for MISO's consideration:
“In the event that the Transmission Planner spare equipment strategy does not result in unavailability of major Transmission equipment that has a lead time of one year or more, the Transmission Planner will indicate as such to MISO”.
The draft BPM language capitalizes 'Equipment' in 4.3.7.1, but not in 4.3.7.1.1 or 4.3.7.1.2. Please consider whether capitalization is appropriate, and apply consistently.
