WEC Energy Group found a couple of the questions in the 2021 Winterization survey difficult to answer because of the number of "or" conjunctions in a single question. The following two questions are examples:

The following feedback is offered by the Entergy Operating Companies ("EOCs")[1] in response to the request made during the January 28, 2022, Reliability Subcommittee (RSC) meeting concerning potential improvements to the Annual Generator Winterization Survey.
The EOC’s support MISO’s continued effort to ensure that reliability is actively planned for and achieved during Winter events. The improvements made to the 2021 survey were impactful and appreciated. The ability to upload the pre-populated Excel file was very helpful and this key enhancement should continue with the 2022 Winterization Survey.
Concerning MISO’s thoughts and discussion at the RSC regarding an additional temperature question to identify the start-up temperature of each unit, rather than ask for start-up temperature ratings based on a unit’s status (cold/warm/hot), it might be better to have the unit indicate what the coldest temperature was, when the unit went into to start up and was able to make it online in the past five years.
The current question “Does the resource have a plan to prepare for winter or have all known actions to prepare already been taken?” should be tweaked to say, “Does the resource have a plan to prepare for winter that is in line with and based on NERC reliability guidelines or, have all known actions to prepare already been taken?”.
Lastly, instead of asking a resource to provide specific lessons learned from prior Winter seasons, a better question might be to ask if the resource has a corrective action plan in place to capture and incorporate lessons learned based on a root cause analysis.

The spreadsheet option represented a huge improvement over previous years' surveys. We would like to see this continue. We have no additional feedback.
