The Transmission Owners (TOs) appreciate MISO’s presentation at the March 15, 2023 Planning Subcommittee (PSC) meeting regarding the proposed MTEP23 Voltage Stability Analysis Scope.
The TOs offer these comments in response to the proposed Scope presented by MISO:
- The TOs would like to see n-1-1 conditions studied on all interfaces. If there is an interface with n-1-1 contingencies not applied, the TOs would like to see an explanation for not studying n-1-1 (P3 & P6).
- While turning down generation in the sink area, TOs recommend MISO turn generation off (Status=0 in PSS®E) to avoid generators providing vars to the system, as this could lead to misleading results. Also, the TOs recommend units be turned off, instead of operating below their minimum stable levels (Pmin).
- TOs recommend MISO test the Voltage stability either to the point of collapse (edge of the nose curve) or to the amount of load in the sink area.
- TOs also recommend MISO consider other large load pockets in the MISO region for Voltage Stability analysis (St. Louis metro region, etc.).
