PSC: UFLS 2023 Study Preliminary Results (20230503)

Transmission Owners Feedback on “MTEP23 UFLS Results”

During the May 3, 2023, Planning Subcommittee (PSC) meeting, MISO presented the preliminary results of MISO Under-Frequency Load Shedding (UFLS) 2023 Study. MISO Stakeholders were asked to provide feedback on the presented preliminary results. 

The Transmission Owners do not have any comments on the study but request further discussion and clarification on how DERs are being handled in this analysis, given that this is something that NERC is likely to add to the requirements for this study, as they are doing with all standards.  For example:

• NERC provides acceptable relaying to be tested. 
• ULFS data is due to MISO in June, but there is no current requirement for DPs to provide this data beyond steady state.  Thus, DER cannot be explicitly modeled.
• This future requirement should be considered and discussed as DER modeling moves forward.
