Determine appropriate capacity credits for Load-Modifying Resources (LMRs) that more closely align with their actual availability and accounts for specific characteristics. Additionally, improve LOLE modeling assumptions to align with actual operations more closely. Align assumptions of resource adequacy processes and provide sufficient granularity for energy needs to facilitate efficient conversion of committed capacity to energy to serve near term load.
