Overview

Operational experience during dozens of recent Maximum Generation Emergencies (MaxGens) has convinced MISO’s operators that the capabilities of resources designated as AME do not help address the risk of capacity sufficiency.  AME resources cannot be called on until MISO has formally declared a MaxGen Event Step 1 which typically doesn’t occur until immediate action is needed to help ensure reliability.  Unfortunately, many AME resources have long lead time requirements and even when operators call on them in time either uncertain system conditions or unanticipated issues with the AME unit prevent AME resources as a class from meaningfully reducing the risks to capacity sufficiency that they are meant to address.
