Projects in MISO Study Groups are reaching GIA without final/accurate Affected Systems upgrades/costs.
Companies do not have sufficient understanding of timing/costs of Affected systems upgrades to commit significant capital in a GIA or other construction contracts. Multiple companies/projects are considering filing GIAs unexecuted (not an ideal solution for interconnection customers or for MISO).The recent MISO SPP JOA filing largely addresses this problem in the future and is supported by many stakeholders including CGA, but currently impacted and soon-to-be impacted study groups (namely 2018 and 2019 DPP cycles) are outside of the filing Network Upgrade costs from Affected Systems can vary drastically and surpass a cost threshold, forcing projects to withdraw post-GIA. Impacts can cascade to other GI projects/study groups and in MTEP models. Unknown timing on Affected Systems Upgrades can limit output, Impacting commercial operation timing.
